Would like to have some direction on how to get the free ALM and get it set-up prior to use transitioning to 8.0...

If you are referring to the License Server Tools for in-house management of eLicenses, then this is only available to volume licensing customers.
Otherwise, for all other information regarding using Adobe License Manager before deploying Acrobat 8, I strongly suggest taking a look at what's already posted at http://www.adobe.com/go/alm
In particular you should read the technical guide, FAQ and configuring alm guide.
