At my work, we have Acrobat 7.0 and in it, I design forms using Designer. The problem I have encountered now a few times is that, designer will not always open up. It will indicate that it is going to switch from viewing the document in Acrobat, to opening it in Designer for editing....however nothing happens.

Try creating a desktop, direct link to Designer.
Example:
C:\Program Files\Adobe\Acrobat 8.0\Designer 8.0\FormDesigner.exe
