Bookmarks from Scanned PDF

Is there a tool/product to create bookmarks automatically from a scanned pdf?

Acrobat Standard 7 / Windows

Have you looked at the Arts Tools(www.artspdf.com)?

Providing that the document was also successfully OCR'd, you could build you're own tool for this in Acrobat JavaScript.
