Restrictions on Adobe Reader 8.1

I have a PDF which I don't now the version or the software created it. when I open it with Adobe Acrobat 8.1 professional and check the properties, there is no password or restriction; but when I open it with Adobe Reader 8.1, there  are some restrictions and it does not allow me to comment on the PDF. What's wrong with that plz?

This happens when the author of the PDF file did not enable Adobe Reader extensions.
