Adding color to plans?

Is it possible to take a large image of 2d engineering plans and color sections of the document with Acrobat?  (Think rooms color coded while maintaining text and measurements in the area) My guess would be some tool similar to the "magic wand" in Photoshop, that highlights an area within a border and allows the user to dump color into the highlighted area.  Is this possible with Acrobat Professional or with some add-on or enhancement?

If the objects to be filled are vector, my first suggestion would be PitStop Professional from Enfocus. You can download a free trial from them.

My second suggestion, and I don't recommend this, would be to open the file up within Adobe Illustrator and try 'filling' the object with color. Be sure to watch that any other objects don't change/move/dissappear.
