How to turn off function text selection for the hand tool

how to turn off function text selection for the hand tool. It is gray, I cannot un-check.

From the menu bar, click Edit Preferences. From the list of options, select General, then review the Basic Tools settings. Make sure the Make Hand Tool select text is UNCHECKED.
