I am using Acrobat Pro. 7.0.9 and have a document that when opened all of the Highliter tool are greyed out how do I get those turned on in this document?

Check the Security settings of the file. Click File, Properties, then click the Security tab. Review the Document Security Summary.
If you did not create the PDF, locate the author and get the password to activate the Highlight tools.
