I've installed Acrobat 8 Professional. Why can't I create a form in Acrobat? Only Designer.

Acrobat is used to add form fields to a PDF that was created from a different product. You will need to design the layout somewhere else or use a scanned document, convert it to PDF, and then add your form fields.
