Can you use VBA to OCR a PDF? Or do you have to manually OCR a PDF and then extract the text via VBA?

The OCR functionality of Acrobat is not accesible to VB directly. You would either need to write a custom plugin to Acrobat (in C/c++) and then call that from your VB script - OR do it manually, as you note.
