As David Blatner aptly claims, I've missed the point here in this article in trying to duplicate page geometry which is not what the export to XHTML is designed to do. Thanks to all for clarifying the issues.

InDesign CS3's XHTML Export DOES NOT include any formatting information. If you take a look at the XHTML code you will see that the content is primarily made up of DIV elements and no inline formatting, with class names that match those used in the INDD stylesheet. In the Export dialog's Advanced settings, you can choose to point to an existing CSS file for formatting, create a blank CSS with just the class names, or have no CSS at all.

InDesign CS3's XHTML export is not meant to be a replica of the printed page for a browser. The best practice for formatting web content today is to use CSS, not the old tricks of HTML tables that are inefficient for today's rich web pages and too inconsistent across browsers.
