No, AcrobatUsers.com is not becoming a political site. I'll let the policy wonks go over the details of the contents of the bill. But I feel perfectly qualified to get wonky over the presentation of the bill because most people will read it online as a PDF. And I have some opinions about that.
First, let's settle on the version we will discuss. I am going to talk about the PDFs available at a site put up by the White House. These appear to be from the Congressional Record and published by the Government Printing Office, so I will assume they are legit.
How do I know this is an official document? The document is certified and signed by someone with the title of Superintendent of Documents. This is very, very good. I do not ever recall seeing a certified PDF in public before. Kudos to the GPO.
Now let's move on to the teachable moment. This document is 407 pages long. It contains no hyperlinks. No bookmarks. Nothing to guide the taxpayer to parts of the bill that might be of particular interest. It is just text. And more text. However, the typesetting is first class--meeting all the standards that were set by Gutenberg.
Yes, I know the PDF is searchable. But this is 2009, not the dawn of the age movable type. Please, Superintendent of Documents, it is time that important documents be prepared for the modern reader in mind. Keep the pretty typesetting, but let's add some links and bookmarks, too.
